should I use Admin Control Panel or make UI for user changing values that are use in App?

Think as as a User,

Developer set the dynamic values use this value in App and this value will be change by user continuosly as he want.

For example the dynamic values are

1. Player turn time

2. Connection Recielency time

3. Cash shop items like images, Daily prizes etc

4. Tournament schedule etc.

As much as I can understand, you mean to provide UI to users to change some values of your game and that will be dynamically updated in your game. If that's what you mean, I don't think that's a good idea because Information like turn time, Shop items, etc are specific to your game's logic and something that you will define as a game developer.
